How do you report an item not received?

Hi,has the option to report an item not received been removed now? I've clicked on the drop down menu on the leave feedback option and it says report a problem.When I do this I only get the option to contact seller(which I have) or to ring ebay on a number they give.Before when an item hasn't arrived I've dealt with throught the transaction page.I hate ringing ebay as they're never much help! Thanks
