Item not perfect, but no returns...what can I do?

I bought a mug from a seller, who described it as Used - in perfect condition. It isn't. The mug is stained and discoloured inside with, I assume, tea stains and also has brown marks on the base. The seller described her policy on returns as "No returns accepted". Does this policy apply even if the item is not as she described it?
